Ignore the fact that Lincoln waged a war on civilians, suspended habeus corpus, blockaded a country, arrested legislators, imprisoned newpaper editors, political enemies, and even a supreme court justice.
I guess they were all "harsh measures" needed for "harsh times." Or possibly the works of a tyrant.
